Traffic Management Plan
A Traffic Management Plan (TMP) sets out all the essential measures required to safely manage traffic around roadworks or works on public roads. It covers:
-
Risk assessments
-
Traffic demand and accommodation
-
Traffic routing and control measures
-
Provisions for vulnerable road users (pedestrians, cyclists, mobility-impaired users)
-
Access for special vehicles such as buses, trams, and over-dimensional vehicles

When do you need a Traffic Management Plan?
A TMP is required for any work that impacts the public road network or footpaths, or where people need to be safely separated from moving vehicles.
You will also need a TMP to obtain permit approvals from your Local Council for works affecting roads or pedestrian traffic. Councils will only approve Traffic Guidance Schemes (TGS) that comply with all traffic control requirements. Submitting an inadequate TMP can result in your permit application being refused.

How is a Traffic Management Plan created?
The process involves several steps, most of which we handle for you—so you can focus on your project while we manage the planning. Here’s how it works:
-
Project briefing – You provide details of the works, and we discuss the traffic control requirements.
-
Requirements assessment – We determine the specific traffic management needs of your project.
-
Traffic analysis – We review daily traffic flows to establish signage type and size, and identify whether the road is controlled by State Government, Local Council, or is privately owned.
-
Local conditions review – We assess speed limits, signage conflicts, roadway condition and usage, and the presence of schools, bus stops, driveways, or emergency service access points.
-
Plan design – Our professional and accredited designers develop a TMP tailored to your site and scope of works.
-
Drafting & compliance – Using the latest planning technology and our expertise, we prepare a TMP that meets all relevant professional, legal, and council approval standards.

The result is a clear, compliant, and effective Traffic Management Plan that supports your project’s approval and ensures the safety of workers, road users, and the community.
