Construction Traffic Management Plans (CTMP)

A Construction Traffic Management Plan (CTMP) is a mandatory requirement for most local Development Applications (DA) and is essential for obtaining a Construction Certificate once your DA has been approved.

The purpose of a CTMP is to set out clear measures for safely managing construction-related traffic and pedestrian movements during the building phase of your project. It covers:

  • The movement of construction vehicles

  • Provision of safe pedestrian access

  • Public access and safety around the worksite

  • Compliance with local council and authority planning requirements

What does a Construction Traffic Management Plan include?

  • Development & Construction staging plan (phased works program)

  • Pedestrian, public transport, and emergency services access

  • Truck routes and detours (if required)

  • Communication strategy, which may include:

    • Letterbox drops to nearby residents and businesses

    • Advance warning via VMS boards (Variable Message Signs)

    • Public notices through newspapers or radio
